Resolution Supporting Application for Public Space Rental at

4513 Wisconsin Ave., NW, Starbucks Sidewalk Café (DDOT Tracking #81210)


WHEREAS, Starbucks Coffee #7415 has applied for a Public Space Permit for a sidewalk café at 4513 Wisconsin Ave., NW, which is within ANC 3E.

WHEREAS, the site plan included with the application indicates the sidewalk café will be a 297 square foot unenclosed café, including 13 seats, five black round tables, two umbrellas (green, with no logos), and a four foot high black steel railing.

WHEREAS, the site plan indicates that the sidewalk café will take up the same amount of space that Starbucks had been using, until recently, for outdoor seating already.  Part of the area that Starbucks had been using for outdoor eating was on private space and partially on public space.  Starbucks has now sought approval for the public space, not to exceed the area that was in use previously.

WHEREAS, Starbucks has agreed to research possibilities for adding plants inside the café in order to beautify this highly visible section of Wisconsin Avenue.

And WHEREAS, ANC 3E appreciates the improved aesthetics of the proposed café,

THEREFORE, BE IT RESOLVED THAT, for the foregoing reasons, ANC 3E supports this application for a sidewalk café.

ANC 3E approved this resolution at its meeting on May 9, 2013, which was properly noticed and at which a quorum was present.  The resolution was approved unanimously by a vote of 4 – 0 (with Commissioner Bender abstaining).  Commissioners Jonathan Bender, Matthew Frumin, Elizabeth Haile, Tom Quinn and Sam Serebin were present.
