Resolution Regarding Bill 22-0223: Public Restroom Facilities Installation and Promotion Act of 2017

WHEREAS, many individuals need access to clean, safe, available public restrooms, including tourists, families with young children, women who are pregnant, the elderly, individuals with bowel incontinence and people without housing;

WHEREAS, a study conducted by the People for Fairness Coalition (PFFC) Downtown DC Public Restroom Initiative demonstrated the lack of availability of public restrooms in downtown Washington, DC;

WHEREAS, most capital cities in Europe and Asia have clean, safe public restrooms that are easily accessible at any time of night or day, this is not the case in our Nation’s Capital;

WHEREAS, in April 2017, Council Member Brianne Nadeau introduced Bill 22-0223, the Public Restroom Facilities Installation and Promotion Act of 2017, which directs relevant DC agencies to establish a working group to coordinate identifying sites that are appropriate for installation of stand-alone public restrooms that are clean, safe, and open 24/7 in areas of the District with limited access to public restroom facilities and to authorize the creation of a subsidy program for private entities to keep their restrooms open to the public;

NOW THEREFORE, BE IT RESOLVED that ANC 3E supports the goals of the Public Restroom Facilities Installation and Promotion Act of 2017.

The resolution passed by a vote of 4-0-0 at a properly noticed meeting held on Jun 8, 2017, at which a quorum was present, with Commissioners Bender, Hall, McHugh, and Quinn in attendance.
