Whereas the residents of the Friendship Heights neighborhood and ANC 3E have submitted at least three requests since June 1998 for the Bureau of Traffic Services to conduct a traffic study of the area bounded by Wisconsin Avenue, Jenifer Street, 41st Street, and Military Road, NW; Whereas the Bureau of Traffic Services has yet to undertake the requested survey; Whereas the opening of Friendship Center and of a seven screen movie theater in the 5300 block of Wisconsin Avenue has greatly increased the volume of cut through traffic, U-turns, and speeding on the 5300 block of 43rd Street, NW, presenting serious safety issues for the Chevy Chase Child Care Center, and degrading the quality of life of the residents; Whereas an informal, resident-generated traffic study showed that 200 vehicles use the 5300 block of 43rd Street, during a week night rush hour. Now therefore, ANC 3-E accepts the signatures of the 42 residents, 29 parents of children attending the Chevy Chase Child Care Center, and 11 business owners and endorses the request that the 5300 block of 43rd Street be made one-way southbound; that a "No-trucks, local traffic only" sign be placed at the corner of Military Road and 43rd Street, NW; and that residential permit parking signs be installed on the west side of 43rd Street, NW. As presented at its March 9, 2000 meeting. ANC 3-E approved this resolution 4-0 on March 9, 2000. Commissioners present were Jill Diskan, Chris McNamara, Steve Posniak and Tad DiBiase.
